Even if you have bad credit you can always set up a new bank account. Some banks may make you take a special class if you are looking to get an actual debit card, and they may make you use checks until you have passed a certain time period. But, it is possible to set up a bank account with having a bad credit report. The bank is still a business, and they usually do not turn down customers, as they have the potential for making money off of the customer. If you have bad credit, go in to your local bank and talk to a representative about setting up a bank account.
